URGENT HELP PLEASE

Hello I haven't used shiptrax for a year and I have just tried to to start it up but it won't load it says

Due to security reasons this application needs to validate itself online each 15 days. please connect. Your computer to the Internet to start validation process.

I have a perfect Internet connection and I can press the account button which takes me to the account screen .
So do I have to sign up for a new subscription? I thought I would be able to use without a subscription if I didn't want to use the network just pick up local traffic? I don't want to subscribe if this doesn't solve the problem.

It was working fine when I bought it so I am confused.  I am running windows vista and I have turned the firewall off.
