You can download the the 4.03 version (3D) and if you don't have a 3D license it turns of the 3D functions so its essentially the 3.13 version.

This type of question gets asked weekly.  Is it not time for you to create a "get you started" guide on a locked sticky thread for those people who buy the product and download the baseline V2 CD. 

It would consolidate the advice you have provided many times over multiple threads. 
The thread could walk them from the baseline CD installation to the fully ugraded version you want users to be working with

IE It would:
 explain how to install drivers
 
 point them to the latest software version and explain where to install to avoid virtual store issues

 Point them to the latest Navdata file

 Point them to the latest silhouettes

 Point them to the latest flags and associated flags DAT file, so that Bermudan etc do not show with the union jack, as they do on V2.

 Point them to the latest Logos through Rob's website. Maybe including a list of defunct logos that are on the V2 CD that a user can delete to save disk space :)

 Point them to the full set of outlines through Rob's and SBS Utilities Websites etc

It would be really useful for new users and would save tens of threads starting.

Its a good point.

Most customers who now purchase get the 3.13 or 4.03 so that's not an issue any more but some of the other points you mention are needed. We will look into it.

I guess the only benefit is that if you decide you want 3D in the future, you won't need to download any new software.  Other than that, I'm not aware of any differences.  I run 4.03 in 2D mode all the time.

I agree with ACW 367 suggestions. I have been trying to update my database from the one that was installed when I purchased my box in March 2010. Despite all the considerable help I received from Alan, via the update database forum, we were not able to do so.
Also I have tried to find the location of the database updates, Alan having provided the exact address, but have not found then. Therefore I will not be able to find the next update when the current thread is closed.
I am sure my problem is a fairly straight forward one to solve, but I am not what I would call computer literate.
