That's not what I'd understand as a message type 8 - http://www.aisparser.com/sdk/structaismsg__8.html
But it is likely that other message types may need decoding. The most obvious one is message type 9 - http://www.aisparser.com/sdk/structaismsg__9.html
I'm no expert on AIS messages though :(

It is a SP "translated" type 8 msg, not in raw format.
I better hide somewhere in a dark corner, not being an expert, not even a novice in this kind of things..
